VA Office of Research and Development (ORD) leadership and research staff from the field are representing and participating in the EHR transition through the Research Sub-Council (RSC) of the Quality, Safety, Value (QSV) EHR Council and the VHA Office for Sustainment and Implementation of Research EHR Solutions (OSIRES) Team with its associated workgroups. Briefly, the RSC is responsible for identifying research requirements and making design and configuration decisions for research workflows within the new EHR, while the OSIRES team is responsible for planning and supporting research’s transition to the new EHR, working closely with the ORD program office to align decisions with enterprise goals and initiatives.
The RSC and OSIRES are led by, and consist of, the same core group of individuals. OSIRES is made up of a Chair, the ORD Executive Champion, experienced researchers and clinician researchers, subject matter experts from the field (e.g., regulatory experts, data managers), and research employees hired specifically for the research EHR transition effort. OSIRES workstreams focus on strategy and communications; sustainability of EHR data; meeting the needs of research as end-users of the EHR; and deployment and change management support at the facility level.
To support facility efforts, the OSIRES National Current State Impact (CSI) Team guides facilities on standing up a local CSI team at each facility as it begins its deployment preparations. The VA Electronic Health Record Modernization-Integration Office (EHRM-IO) manages the deployment of Millennium. VA EHRM-IO has both internet and intranet (VA network acesss only) sites.
